A new course on value-based sports and sports integrity is being developed as part of the North-South Centre’s Human Rights Education for Youth (HEY) programme. The aim of the course is to raise young people's awareness of human rights and related legal issues in the field of sport, based on the standards of the Council of Europe and other international standards.
The working group responsible for its development, composed of experts with different perspectives and representing different aspects of the sports movement, as well as representatives from the Council of Europe HELP (Human Rights Education for Legal Professionals) and Sports divisions, held its first meeting on 24 and 25 February, at the North-South Centre premises in Lisbon.
As part of the HEY programme, the course is based on an existing HELP course, which will be analysed by the working group members and adapted to a youth audience from Europe, Africa and the Middle East.
The contribution of different international organisations throughout the course development will ensure the integration of standards and tools used in different regions of the world.
During the meeting, an agreement was reached on the course objectives and the profile of participants, which set the frame for the initial discussions on the course content and structure. The collaborative work on the course will continue in the following months, until the course is launched during the events surrounding the North-South Prize ceremony on 20 May 2025.
This course is being developed as part of the South Programme V ‘Protecting human rights, the rule of law and democracy through shared standards in the southern Mediterranean’, a joint initiative between the European Union and the Council of Europe to support the creation of a common legal area beyond the European continent. The HEY programme complements other training initiatives in the region.
