The Open Council of Europe Academic Networks (OCEAN) Programme unites universities, research institutions and scholars from the Council of Europe´s 46 member states around the shared goal of human rights, democracy, and the rule of law.

The OCEAN Programme is run by the Department for the implementation of human rights, justice and legal co-operation standards.

Launched in 2018 by Professor Michele Nicoletti, then President of the Parliamentary Assembly of the Council of Europe, OCEAN is now ready to accept institutional and invididual academic members.

The Open Council of Europe Academic Networks aim at sharing and creating knowledge around the more than 200 Council of Europe conventions in cooperation with European universities through teaching, research and academic activities.

OCEAN provides a platform connecting universities, research institutions and individual academics who work on Council of Europe conventions of their choice or other subjects related to the work and mission of the Council of Europe. It serves as a source of information on Council of Europe activities, helps spreading best practices and research, connects its members with the Council of Europe and its expert teams and gives its members the opportunity to participate in events organised by OCEAN in Strasbourg or its member countries, online or offline.

Institutional members are requested to organise a minimum of one academic activity per year, e.g. workshops, conferences, summer or winter schools on the areas described above.

Individual members are requested to play a leading role in the organisation of the above-mentioned activities, or alternatively to publish (article, book, chapter) on any of the Council of Europe´s conventions or other aspects of its mission.
