Joint Expert Group meeting in developing guidelines on combating organised crime relating to drug trafficking

The Joint Expert Group in developing policy guidelines on combating organised crime relating to drug trafficking, based on the case law of the European Court of Human Rights (OC-DT) held its second online meeting on 10 February 2025 to review its progress.

Discussions focused on the Background Study to be prepared by the two experts from the academia as well as the scope of various legal frameworks that already exist from regional and international treaties.

The Group also received a brief presentation on the Pompidou Group’s Policy Document “Guidance for aligning drug and addiction policies with human rights” and learned about the creation of a new Drafting Committee on Human Rights and Drug Policies (DH-PDA), which will develop a Council of Europe Recommendation on this topic. Additionally, the members of the OC-DT Group received a presentation on the Council of Europe Convention on Cybercrime (Budapest Convention) and its Second Additional Protocol, emphasising their relevance as key instruments in international criminal justice, particularly in addressing cybercrime and electronic evidence.

The next meeting (in person) of the Group is scheduled for 28-29 April in Paris, France.
