The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) has published the report on its May 2022 periodic visit to Latvia, together with the response of the Latvian authorities. The main objective of the visit was to review the treatment and safeguards afforded to persons detained by the police and the Border Guard as well as the treatment and conditions of detention of persons held in prisons. The CPT also examined the situation of patients held in two psychiatric hospitals.
As regards police custody, the majority of persons interviewed by the CPT delegation stated that they had been treated correctly by the police. The delegation visited Latvia’s two dedicated detention facilities for foreign nationals. Most of the foreign nationals interviewed at these centres stated that they were treated correctly.
In the prisons visited, the majority of prisoners interviewed indicated that staff treated them correctly. As regards psychiatric establishments, the vast majority of patients interviewed by the delegation made no allegations of ill-treatment by staff.
