The Council of Europe is organising an international conference under the theme “Transparency of beneficial ownership” on 30 and 31 October in Tirana, Albania, in the framework of its work to strengthen capacities in member states to fight money laundering and the financing of terrorism.
The conference is aimed at facilitating a common understanding of standards and sharing good comparative practices related to transparency of beneficial ownership among practitioners and policy makers.
Practitioners and policy designers from twenty jurisdictions will discuss and share experiences on the development and enforcement of beneficial ownership due diligence and registration rules.
During the two days, conference participants will discuss criminal abuses of legal persons and international standards regarding transparency of beneficial ownership, as well as country practices regarding beneficial ownership compliance, supervision and registration. Discussions will also serve as a platform for mapping out next steps in the development and implementation of beneficial ownership solutions in South-East Europe and Eastern Partnership regions.
The conference will be opened by Council of Europe Director General for Human Rights and Rule of Law Christos Giakoumopoulos, the EU Ambassador to Albania Luigi Soreca, and the Minister of Justice of Albania Etilda Gjonaj.
The conference is funded by the Council of Europe’s Programme on Countering Threats to the Rule of Law and three joint European Union/Council of Europe programmes the EU/CoE Horizontal Facility for Western Balkans and Turkey; EU/CoE Partnership for Good Governance (PGG); and EU/CoE Project against Economic Crime in Kosovo*(PECK II).
