The Department for the Execution of Judgments of the European Court of Human Rights has published a new factsheet on effective investigations into deaths or ill-treatment caused by security forces.
The factsheet summarises measures reportedly taken by 23 member states to reopen, resume or continue such investigations in 46 different cases where judgments from the Strasbourg court found procedural violations of articles 2 (right to life) or 3 (prohibition of torture) of the European Convention on Human Rights.
It focuses on several major elements which are needed for such investigations to be effective and comply with the human rights convention, including independence, adequacy and promptness and as well as the participation of victims and public oversight.
This is the second in a series of thematic factsheets on the implementation of judgments from the Strasbourg court.
