"In these first hours of 2017, my heartfelt thoughts are with all those affected by the bloody terrorist attack on innocent people in Istanbul who were celebrating the New Year.
The Council of Europe stands united with the families of the victims, with its member state Turkey and all the Turkish people in these tragic times".
