A new complementary procedure between the Committee of Ministers and the Parliamentary Assembly in response to a serious violation by a member State of its statutory obligations was adopted today by the Ministers’ Deputies of the Council of Europe.
In its decision (see decision and appendix), the Committee of Ministers sets out the practical arrangements that should govern the complementary procedure, emphasising its “credible, predictable, reactive and reversible” nature, as well as the importance of constructive dialogue and co-operation with a view to bringing a member State to comply with the obligations and principles of the organisation.
“I welcome the decisions taken by the Committee of Ministers today and the Parliamentary Assembly last week to adopt this new joint procedure. As the Council of Europe Ministers for Foreign Affairs stated at their meeting in Helsinki last May, the procedure will help to make the organisation’s action more consistent and more effective,” said Council of Europe Secretary General Marija Pejčinović Burić.
