Call for applications: training of trainers on Deliberative Democracy in South-East Europe

The Centre of Expertise for Multilevel Governance at the Congress of Local and Regional Authorities of the Council of Europe is launching a call for participants to take part in the training programme on Deliberative Democracy. This initiative aims to create a pool of 25 trainers across the South-East Europe who will be equipped with comprehensive skills and knowledge in Deliberative Democracy, participatory processes, and capacity development at the local level.

By end of the course, the participants will:

 

  • Gain a deeper understanding of participatory practices and deliberative processes based on Council of Europe’s and other standards in this field;
  • Increase their knowledge and skills in organising citizens' assemblies at various levels of governance ;
  • Further enhance their training and facilitation skills.

 

The course will be composed by a series of sessions conducted through a blend approach of in-person and online formats providing a comprehensive learning experience focused on Deliberative Democracy.

 

All training-related expenses, including travel, accommodation and per diems are covered by the organisers.

 

Applicants should be based in one of the six beneficiaries (Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, and North Macedonia). They are required to submit an electronic application form and CV (in Word and/or PDF) in English. Applications must be submitted no later than Sunday 20 October 2024 (23:59 CET).

 

The call is launched within the framework of the Council of Europe project ‘’Promoting deliberative democracy and innovative approaches to citizen participation in South-East Europe’’, implemented by the Centre of Expertise for Multilevel Governance (CEMG) at the Congress of Local and Regional Authorities of the Council of Europe, with the financial support of Germany.

The Council of Europe Office in Pristina began its cooperation activities in the areas of human rights, rule of law and democracy in 1999. Since then  the Office has continuously facilitated the delivery of significant programmes of support towards the realisation of Council of Europe standards in practice for all people, assisting key institutions in the process of their democratic reforms.

Our cooperation has so far focused on building the capacities of judges and prosecutors on European Human Rights standards, supporting effective civil society engagement, promoting cultural diversity, providing expert support to legislative development, reinforcing independent institutions such as the Ombudsperson Institution, strengthening the role of the media and working to counteract economic crime and corruption, and elections monitoring. We have also provided the support of our expert monitoring and other mechanisms in line with relevant agreements.

The Council of Europe functions in full compliance with the United Nations Security Council Resolution 1244 and in this context the UN Mission in Kosovo (UNMIK), OSCE Mission, the European Union Office in Kosovo and European Union Rule of Law Mission in Kosovo are among our key strategic partners.
