CEPEJ training to increase efficiency of courts and prosecution offices based on statistical reports and dashboards in the Case Management Information System (CMIS) Duplicate 1

On 26-27 October 2023, the CEPEJ Training to increase the efficiency of courts and prosecution offices based on CMIS statistical reports and dashboards took place in coordination with the Justice Academy for 30 participants from the management level of courts, prosecution offices, Kosovo Judicial Council and Kosovo Prosecutorial Council. The training, provided by high-level CEPEJ experts (Ivan Crnčec from Croatia and Vincent Macq from Belgium) focused on CEPEJ performance indicators and monitoring essential statistics to identify deficiencies in the functioning of courts and prosecution offices. The second day covered issues related to case weighting, cyberjustice and mediation with online presentations from the CEPEJ experts Ana Krnić (Croatia) and Rimantas Simaitis (Lithuania).


 

Court Presidents and Chief Prosecutors had the opportunity to put to use the CEPEJ performance indicators through group work by analysing real statistics from their respective courts and prosecution offices and to discuss issues related to court and case management as well as measures to address backlog.

The participants demonstrated a high level of interest in discussing concrete measures to increase efficiency in the courts and prosecution offices and make proceedings more transparent and predictable to citizens. The Commission of Administration of Prosecution also expressed readiness to shift from manual to automatically-generated statistics from the CMIS.


 

This activity is organised by the KOSEJ III action, which is funded by the European Union and the Council of Europe and implemented by the Council of Europe under the Council of Europe under the Horizontal Facility programme.

The KOSEJIII action is contributing to the improvement of the day-to-day functioning of the justice system in Kosovo, by building upon the progress achieved under KoSEJI (July 2016 - May 2019) and KoSEJII (May 2019 -December 2022). It is implemented within the joint programme of the European Union and the Council of Europe “Horizontal Facility for the Western Balkans and Türkiye”, running from 2023 until December 2026.


What is the goal(s) and objective(s) of the action? 


One of the main objectives of the action is to successfully foster the implementation of the Rule of Law Strategy by sustaining and expanding the use of tools developed by the Council of Europe European Commission for the efficiency of justice (CEPEJ) notably on judicial time management, digitalisation of justice, alternative dispute resolution as well as organisation and accessibility of court premises. 


Who benefits from the action?

The action will support policy making authorities in charge of the administration of justice: Ministry of Justice, Justice Academy, Kosovo Judicial Council, Kosovo Prosecutorial Council. 
Courts and prosecution offices will also be more efficient using active case management, improved working methods with lawyers and information technologies. 
Specific needs of justice professionals and court users will be addressed, based on strengthened communication between courts and users. 


How does the action work?

The action is supporting the authorities in monitoring the implementation of the Rule of Law Strategy based on accurate and automatically generated judicial statistics, in co-ordination with the “Dashboard Western Balkan” action; 
The action is implementing court coaching activities to detect delays in court proceedings; 
Support is provided to courts to collect users’ feedback to improve court organisation  as well as technical assistance to the beneficiaries to enable electronic communication between courts and parties.

 

What do we expect to achieve?

The action aims at further improving the quality and efficiency of justice in accordance with the tools developed by CEPEJ and in connection with the Strategy on Rule of Law Sector 2021-2026 and the Action Plan (RoLS) adopted by Kosovo in August 2021.
More concretely the action expects to achieve the following: 
-    Time management of judicial proceedings is enhanced ;
-    A sustainable and consistent process to collect and analyse data is implemented; 
-    Active case management and improved working methods are applied in courts and prosecution services;
-    Users’ accessibility, transparency and communication of the judiciary is strengthened.

 

What is the budget of the action? 

The total budget of the action is €779 000 Euros.
The budget allocated to the overall Horizontal Facility programme amounts to ca. 41 Million EUR (85% funded by the European Union, 15% by the Council of Europe).
