Guidance for implementation
The Reference Framework of Competences for Democratic Culture (RFCDC) contains detailed guidance for ministries of education and education practitioners on how the conceptual model of competences and the descriptors can be used to create more effective education systems for promoting learners’ competences for democratic culture.
The intention is for this guidance to be used to assist the implementation of the RFCDC, whether this is occurring at the national, regional or local level, or at the level of an individual school or teacher who wishes to champion and implement the RFCDC.
It is strongly recommended that anyone who is considering implementing the Framework in one area or more should read the relevant guidance documents before beginning the process of implementation.

The RFCDC Teacher reflection tool
The Teacher self-reflection tool aims to support teachers and other educators to develop their own competences relating to democratic culture and a “democratic professional ethos”, which builds on the values of democracy, human rights and intercultural dialogue. It can be used as a means of getting acquainted with the RFCDC, but it can also be used as a companion to self-reflection on teaching and democratic competences.
