One week placement for two lawyers form the Human Rights Ombudsman of Bosnia and Herzegovina has been organised with the office of Ombudsman of Montenegro, from 15-19 October 2018.
The purpose of the placement was to exchange experiences and to familiarise with the institutions mandates and functions, and establish and strengthen regional co-operation. Taking into account similar challenges faced by human rights institutions in the region and peer learning as a powerful way of sharing knowledge, the discussion was focused on a number of key issues such as the organisational efficiency, relationships with public stakeholders and civil sector, as well as concrete application of human rights standards. A particular focus was given to case management: introduction to the procedures and guidelines on analysing and handling the complaints and monitoring of cases through various stages of investigation.
The placement was organised within the framework of the Action implemented in Bosnia and Herzegovina: “Strengthening the Human Rights Ombudsman to Fight Discrimination” – which is a part of the Joint Programme between the European Union and the Council of Europe “Horizontal Facility for Western Balkans and Turkey”, as a three-year programme (May 2016 – May 2019), focusing on three themes: ensuring justice, fighting corruption, economic crime and organised crime, as well as combating discrimination and protecting the rights of vulnerable groups.
