The action “Strengthening the efficiency and quality of justice in Bosnia and Herzegovina” aims to support the justice system of Bosnia and Herzegovina in improving its efficiency and quality in accordance with the standards and tools developed by the European Commission for the Efficiency of Justice (CEPEJ).
This action is implemented within the joint programme of the European Union and the Council of Europe “Horizontal Facility for the Western Balkans and Türkiye” running from 2023 until 2026.

What are the goals and objectives of the action?
The action intervention aims towards:
- improved efficiency and quality of Bosnia and Herzegovina's judicial system (including shortening the length of proceedings and reducing the number of outstanding court cases),
- increased capacities for collecting, processing, and analysis of data on the functioning of the judiciary and judicial statistics (in close cooperation with CEPEJ's Western Balkans action “Dashboard Western Balkans”),
- strengthened capacities of judicial experts regarding the efficiency and quality of justice.
Who benefits from the action?
All users of the justice system in Bosnia and Herzegovina will benefit from an improved efficiency and quality of the justice system in line with CEPEJ tools and European standards.
Key partners of the action include:
- Ministry of Justice of Bosnia and Herzegovina,
- High Judicial and Prosecutorial Council of Bosnia and Herzegovina,
- Judicial training institutions, courts, judges and prosecutors, court administrators
How does the action work?
The action's objectives shall be achieved by:
- providing recommendations on the application of CEPEJ tools for enhancing the efficacy and quality of the judiciary, mediation and using specialized technology in the judiciary, together with capacity-building activities,
- providing capacity-building, including educational activities in the judiciary focusing on improving the efficiency and quality of court work based on CEPEJ tools and methodologies,
- tailored workshops for improving the collection, processing, and analysis of data on the functioning of the judiciary and judicial statistics in accordance with CEPEJ methodology (in co-ordination with CEPEJ’s Western Balkans action “Dashboard Western Balkans.”
What do we expect to achieve?
Upon the conclusion of the action's interventions, we expect to see all users of the justice system of Bosnia and Herzegovina benefiting from an improved efficiency and quality of the justice system in accordance with CEPEJ tools and European standards.
What is the budget of the action?
The total budget of the action is 658 000 EUR.
The “Horizontal Facility for the Western Balkans and Türkiye” is a joint initiative of the European Union and the Council of Europe that enables the Western Balkans Beneficiaries and Türkiye to meet their reform agendas in the fields of human rights, rule of law and democracy and to comply with the European standards, which is also a priority for the EU enlargement process.
