Development of the Monitoring and Reporting System on Freedom of Expression in Bosnia and Herzegovina

Freedom of expression is one of the key pillars of democracy emphasized in the Reykjavik Declaration. The protection of the right of access to information is closely linked to freedom of expression, fostering a pluralistic environment, and safeguarding the rule of law and government’s accountability.

In Bosnia and Herzegovina, relevant institutions at the State, entity and Brčko District levels, along with independent bodies and civil society representatives, are working to establish an efficient human rights focused monitoring and reporting system. The effort aims at strengthening the domestic capacities to protect and promote these rights.

The Fourth Steering Committee meeting of the project “Enhancing institutional capacities on freedom of expression and information in Bosnia and Herzegovina” (EFEX) was held on 11 June 2024 in Sarajevo and its members endorsed a calendar of activities until the end of the year. The commitments expressed at the Steering Committee meeting were reaffirmed at the 6th meeting of the Cross-Coordinating Working Group on Monitoring and Reporting on Freedom of Expression and Freedom of Information in Bosnia and Herzegovina on 12 and 13 June. During the meeting, the representatives at the Working Group continued the discussions on the draft Pilot Report on freedom of expression and access to information, based on data collection and assessment. In addition to its regular activities, the Working Group that fosters a cooperative environment among various sectors and institutions, will contribute significantly to the implementation of the Journalists Matter Campaign, aiming to create a safer and more supportive landscape for journalists, who play a vital role in upholding democracy and freedom of expression in the country.

The Council of Europe remains committed to supporting the authorities of Bosnia and Herzegovina in their endeavours to ensure that both practices and legal framework are compatible with European standards. The meetings were held in the context of the project ‘Enhancing institutional capacities on freedom of expression and information in Bosnia and Herzegovina (EFEx)’, implemented by the Council of Europe and funded through the voluntary contribution of the Swedish International Development Cooperation Agency (Sida).
