The Working group formed of law enforcement professionals in Bosnia and Herzegovina met on 11-12 March 2020 in Banja Luka to design operational procedures that would be aplicable across the local law enforcement agencies.

 The law enforcement manual ensuring upholding of human rights will be structured around key competence areas in closed environment: introduction international norms and standards, efficient communication, safety and security and human rights and public safety.

This activity is organised within the framework of the Horizontal Facility for Western Balkans and Turkey II - "’Strengthening human rights treatment of detained persons based on European standards and best practices in Bosnia and Herzegovina ", co-funded by the European Union and the Council of Europe and implemented by the Council of Europe.
