The 2023 edition of the European IDAHOT+ Forum of the European Governmental LGBTI Focal Points Network (EFPN) will take place on May 11th, 2023, in Reykjavík, Iceland. This year’s Forum is hosted by the Government of Iceland under their Presidency of the Committee of Ministers, and is organised with the support of the Council of Europe’s SOGI Unit. It will be held at Harpa, a world-class cultural and social centre located in the heart of Reykjavík.
The IDAHOT+ Forum aims to strengthen cooperation on protecting and promoting the human rights of LGBTI people between European Governments, International Governmental Organisations, International Civil Society Organisations, Businesses, Academics, and other key stakeholders. As the main European event where governments and key stakeholders meet to assess the progress of LGBTI rights in the continent, celebrate achievements and set new goals, the event is highly anticipated by many.
As in previous editions, the Forum will include the much-awaited presentations by European civil society organisations on the current state of LGBTI+ rights in Europe:

- OII Europe’s Good Practice Map and IGM Ban indicators
- EL*C’s Lesbian* Observatory
This year's Forum will feature a distinguished line-up of keynote speakers who are committed to advancing the cause of LGBTI rights, forging alliances in Europe and beyond. The expert panel discussions will be articulated around the 4 following important topics: addressing harassment and violence based on gender expression, equal rights for intersex people, LGBTI human rights defenders, and best practices to counter hate speech against LGBTI youth and address SOGIESC-based violence in schools.
But also, at the margins of the Forum :
- On 10 May, the European LGBTI Governmental Focal Points Network will also hold its 31st Roundtable. During these roundtables, the EFPN shares experiences on European laws and policies concerning LGBTI persons and provides peer-to-peer support for member states to mainstream SOGIESC Equality within their national contexts through policy or legal reform.
- On 12 May, the Working Group on sexual orientation, gender identity, gender expression and sex characteristics (GT-ADI-SOGI) will hold its 3rd meeting. The group is a part of the Council of Europe Steering Committee on Anti-Discrimination, Diversity, and Inclusion (CDADI) and will discuss progress on its deliverables, that include reviewing the implementation of the Committee of Ministers’ Recommendation CM/Rec(2010)5 to member states on measures to combat discrimination on grounds of sexual orientation or gender identity and developing policy guidelines to ensure equal rights for intersex people.
