Back ACT Project - Addressing Competitions' Manipulation Together: Technical Assistance Mission to Portugal

The ACT project enabled a technical assistance mission to be held on 3 and 4 October 2024 in Lisbon, Portugal. Discussions with relevant national stakeholders contributed to strengthening the national platform against sports manipulations (in line with Article 13 of the Macolin Convention). Several priority areas for reflection were identified, including the presentation of mechanisms for manipulating sports competitions and the sports betting market, as well as the organisation and governance of sport in Portugal. In-depth discussions focused on the operation of the national platform, the regulation of sports betting, and the cooperation between national and international authorities to combat sports manipulation.

The Council of Europe delegation, led by the Secretary of the Macolin Convention, met with representatives from various institutions such as:

  • Public Prosecutor's Office (PGR)
  • Judicial Police
  • National Anti-Corruption Mechanism (MENAC)
  • Commission for the Coordination of Policies to Prevent and Combat Money Laundering and the Financing of Terrorism
  • Portuguese Institute of Sport and Youth (IPDJ)
  • Portuguese Olympic Committee
  • Portuguese Football Federation
  • Gaming Regulation and Inspection Service (SRIJ)
  • Santa Casa da Misericórdia of Lisbon (SCML)

This technical assistance mission is part of the ACT project.
