Back The Saint-Denis Committee holds its first monitoring visit

A team of Council of Europe experts carried out a monitoring visit to Germany, from 17 to 19 November 2023, to assess its approach to the organisation of major sports events, in particular the UEFA EURO 2024. The aim of the visit was to support the German authorities in the effective implementation of the safety, security and service standards of the Saint-Denis Convention, to which Germany has been a party since 1 March 2023.

The team included representatives from Romania (Chair of the Saint-Denis Committee), Portugal (Vice-Chair of the Saint-Denis Committee) and the United Kingdom (Sports Grounds Safety Authority), as well as observers from Football Supporters Europe (FSE) and UEFA.

The experts met with relevant stakeholders, including the Federal Ministry of the Interior and Community (BMI), the Police Central Information Point for Sports Operations (ZIS), the Berlin police, the German National Football Association (DFB) and the EURO 2024 GmbH. They also attended a friendly match between the men’s national football teams of Germany and Türkiye on 18 November (Berlin, Olympiastadion)

The visit was the first of a series of monitoring visits to be carried out between 2023 and 2025, in accordance with the new Monitoring Guidelines of the Saint-Denis Convention. The findings, recommendations and best practices identified will be included in the monitoring report adopted by the Saint-Denis Committee and transmitted to the German authorities for the implementation of its tailored recommendations.
