A team of Council of Europe experts carried out a monitoring visit to Greece, from 13 to 15 May 2024, to assess its approach to the organisation of football matches and other sports events. The aim of the visit was to support the Greek authorities in the effective implementation of the safety, security and service standards of the Saint-Denis Convention, to which Greece has been a party since 1 June 2023.

The  team included representatives from Portugal (Vice-Chair of the Saint-Denis Committee), Romania (Chair of the Advisory Group on Monitoring, of the Saint-Denis Committee), and from the United Kingdom (rapporteur, safety expert), as well as an observer from Football Supporters Europe (FSE).

The Monitoring team was welcomed by the Minister of Sport, and had the opportunity to meet all relevant stakeholders, including the Secretary-General of Public Order, the Secretary General of Sport, the National Police Director, the National Olympic Committee, the National Football and Basketball Associations and Leagues, as well as three football clubs from Athens (AEK, Panathinaikos and Olympiacos). The delegation also attended a football Super League match between Olympiacos and AEK on 15 May (Karaiskaki Stadium – Piraeus).

The visit was the second of a series of monitoring visits to be carried out between 2023 and 2025, in accordance with the new Monitoring Guidelines of the Saint-Denis Convention. The findings, recommendations and best practices identified will be included in the monitoring report adopted by the Saint-Denis Committee and transmitted to the Greek authorities for the implementation of its tailored recommendations.
