A team of Council of Europe experts carried out an evaluation visit to France to assess the country’s anti-doping programme, practices and policies. The aim of the visit, which took place from 28 to 30 March 2023, was to evaluate the implementation of the Anti-Doping Convention.

The team met with representatives of the public authorities responsible for sport and for the fight against doping in France, including representatives of the Ministry of Sport, the French Anti-Doping Agency and the national anti-doping laboratory, the Organising Committee for the 2024 Olympic and Paralympic Games, sport federations and athletes, law enforcement agencies, and other bodies involved in the fight against doping.

The team was composed of Anne Daloze (Belgium French-speaking community NADO), Alexandre Husting (Luxembourgish Sport Ministry, Head of the Evaluation Team), Ernst König (Swiss NADO), Sara-Ioana Saragea (Romanian NADO, Rapporteur), and Anik Sax (Luxembourgish NADO).

Evaluations are part of the mandate of the Monitoring Group of the Ant-Doping Convention (T-DO): each year it analyses the anti-doping system of States Parties to the Convention through a questionnaire and targeted evaluation visits to several of them.

The findings, recommendations and best practices identified during the visit are summarised in an evaluation report adopted by the Monitoring Group, and then transmitted to the French authorities for the implementation of its tailored recommendations.
