WELCOME ADDRESSES
Jeroen Schoekkenbroek
Director, Directorate of Anti-Discrimination, Council of Europe
Jeroen Schokkenbroek studied law at the University of Leiden (Netherlands), where he taught constitutional and administrative law until 1993.
Since 1993, he has held various positions in the Council of Europe Secretariat, mainly in the field of human rights, including Head of the Human Rights Development Department and Head of the Secretariat of the Parliamentary Assembly's Committee on Legal Affairs and Human Rights.
He also served as Special Representative of the Secretary General for Roma Issues, and as Special Adviser to the Secretary General for Ukraine until his appointment as Executive Secretary of the Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT).
Since June 2018, Mr Schokkenbroek has been Director of Anti-Discrimination in the Directorate General of Democracy and Human Dignity of the Council of Europe. He has published various books and articles in the fields of human rights and constitutional law.
Patrick Penninckx
Head of Information Society Department, Council of Europe
Patrick Penninckx has spent the last 30 years of his career with the Council of Europe, contributing to the transformation processes of the Organisation and developing partnerships with international and national institutions.
Currently heading the Information Society Department under the Directorate General Human Rights and the Rule of Law, Patrick coordinates standard setting and cooperation activities in the fields of media, internet governance, data protection, cybercrime and artificial intelligence. He is also responsible for projects related to public-private partnerships and cooperation with business partners.
His professional focus encompasses areas such as freedom of expression, safety of journalists, sound internet governance, international standards in the data protection, action against cybercrime and the impact of AI on human rights.
An outspoken public speaker promoting the Council of Europe values and achievements, he holds Political Science and Educational degrees from the University of Leuven.
Previously, Patrick oversaw Human Resources policy development, transforming the administrative management of personnel into a competency based human resource policy.
Patrick is fluent in English, French, German, Spanish and Dutch.
Vesna Batistić Kos
Ambassador Extraordinary and Plenipotentiary, Head of the European Union Delegation to the Council of Europe
Ambassador Vesna Batistic Kos took up her function as Head of the EU Delegation to the Council of Europe in Strasbourg on 1st September 2022. She is the main representative of the EU towards EU Member States present in Strasbourg, representatives in the Parliamentary Assembly as well as third countries' missions and the Council of Europe Development Bank.
Prior to her appointment to Strasbourg, Ms. Batistic Kos had been serving as Permanent Representative of Croatia to the United Nations Office at Geneva since 2015. Since 2012 she was Assistant Minister, Directorate General for Multilateral Affairs and Global Issues, Ministry of Foreign and European Affairs. In 2011, she was Director General, Directorate General for Multilateral Affairs, Ministry of Foreign Affairs and European Integration. In 2010, she served as Head of the Department for International Development Cooperation and then as Head of the International Organizations and Human Rights Department at the Ministry. From December 2008 to September 2009, she served as Charge d’affaires a.i. at the Permanent Representation of Croatia to the Council of Europe, after being Deputy Permanent Representative there from 2003 to 2008.
Ms. Batistic Kos joined the Ministry of Foreign Affairs in 1993, holding several positions, including First Secretary at the Permanent Mission of Croatia to the United Nations Office at Geneva from 1998 to 2002. She graduated from the Faculty of Law in Zagreb in 1992, attended the Diplomatic Academy at the Ministry of Foreign Affairs in 1996-1997, received a Master of Laws in international human rights from the University of Essex in the United Kingdom in 1997, and was awarded a PhD in international human rights law from the Faculty of Law in Zagreb in 2011.
Ms. Batistic Kos was born on 30 June 1969 In Zagreb.
CASE LAW OF THE EUROPEAN COURT OF HUMAN RIGHTS
Daniel Rietiker
Senior Lawyer, European Court of Human Rights
Daniel Rietiker is a senior lawyer at the ECtHR where he has been dealing with high profile cases, inter alia, in the fields of freedom of expression, international child abductions, cases involving measures against persons suspected of international terrorism as well as sport-related cases. He is also an adjunct Professor of international law and human rights law at Lausanne University and Suffolk University Law School (Boston, MA). He holds a diploma in international relations from the Geneva Graduate Institute for International and Development Studies (IHEID) and a PhD from the University of Lausanne. In 2014, he was a visiting fellow at the Human Rights Program of Harvard Law School conducting research on the humanitarian impact of nuclear weapons. His publications and past lectures cover various topics in the field of human rights and international law. He is a member of the advisory or academic board of several law journals, including the Hague Yearbook of International Law and the European Convention on Human Rights Law Review. In 2022 he published the book Defending Athletes, Players, Clubs and Fans, Manual for human rights education and litigation in sport, in particular before the European Court of Human Rights, Council of Europe Publishing, Strasbourg (French translation to be published soon).

Jonas Baer-Hoffmann
Secretary General, FIFPRO
Jonas Baer-Hoffmann is General Secretary of FIFPRO, which represents 60,000 professional footballers through 66 national player associations. FIFPRO has successfully negotiated amendments to the sport’s international employment rules, including the first maternity regulations, and guaranteed prize money for Women’s World Cup players. The Netherlands-based organization has helped launch a fund to compensate players when their clubs go bankrupt. Baer-Hoffmann is leading talks with FIFA on a charter of player data rights, and the evolution of data ownership and protection in professional football. General Secretary since January 2020, he joined FIFPRO in 2012 to work on policy and public affairs, having established a trade union for basketball players in Germany, and represented multi-sport federation EU Athletes.
Laia Bertran Manye
Senior Associate, Tech and Digital team, Clifford Chance
Laia Bertran Manye is a Senior Associate in Clifford Chance’s Tech//Digital practice, specialising in legal advice on data privacy and protection.
She has experience advising large multinationals from different industry sectors, such as technology and financial services, on a variety of data protection issues including international transfers of personal data, children’s personal data, data subject requests, marketing and AdTech, and data breaches, as well as delivering training on issues arising from the use of new technologies such as Artificial Intelligence.
Laia holds a master’s degree in Law (LLM) from Duke University (USA) and is qualified to practice law in New York (currently not practicing) and in Spain. Laia also holds a master’s degree in legal practice from Universitat Pompeu Fabra and she is an IAPP Certified Information Privacy Professional, Europe (CIPP/E) and US (CIPP/US). Laia is an active participant in diversity and inclusion initiatives within the firm and a member of Accelerate, Clifford Chance’s global gender parity group.
Jorge Oliveira
Head of Data Protection, FIFA
Jorge Oliveira e Carmo is the Head of Data Protection and Cybersecurity Risk at the world governing body of football FIFA. Prior to joining FIFA, Jorge acted as the Data Protection Officer of organizations in different industries such as manufacturing, energy or healthcare building global privacy programs. FIFA’s Data Protection and Cyber Security Risk Department’s mission is to lead privacy in the world of football supporting the organization’s mission of making football truly global. FIFA consistently provides privacy guidance to stakeholders in football and other sports with content such as the FIFA Compliance Handbook, the FIFA Data Protection Pocket Guide or the FIFA Data Protection Portal.
David Murphy
Deputy Commissioner, Public Sector Supervision, Data Protection Authority of Ireland
David Murphy is a Deputy Commissioner at the Data Protection Commission, responsible for supervision activities across the Public, Health, and Voluntary Sectors. Having joined the DPC in 2016, David has worked in the area of consultative engagement, providing best practice guidance and advice to organisations in both the public and private sectors on compliance with the data protection legislative frameworks. David participates in the work of the European Data Protection Board, on behalf of the DPC, on matters relating to public policy and health. He also frequently represents the DPC as a conference and event speaker on data protection topics.
Anne Boyer
Programme Manager, Data Protection Unit, Council of Europe
Anne Boyer has spent the last seven years of her career at the Council of Europe promoting personal data protection and Convention 108 in several countries, including outside the boundaries of the Organisation. She has managed co-operation programmes on the African continent, mostly in Nothern Africa, where she has been an indefatigable defender of privacy and human rights.

Olivier Matter
Head of International Co-operation, European Data Protection Supervisor (EDPS)
Since 2017, Olivier Matter is Head of International Cooperation within the Policy and Consultation Unit of the European Data Protection Supervisor (EDPS). He coordinates the involvement of the EDPS in the activities of the European Data Protection Board (EDPB) and is the coordinator of the Key Provisions Expert Subgroup of the EDPB. He also follows the activities and represents the EDPS in various international fora (Global Privacy Assembly, Council of Europe, OECD, G7 DPAs roundtable, workshop on data protection within international organisations, etc). Before joining the EDPS, he previously worked for the Council of Europe, within a national data protection authority and as a data protection lawyer.
Pablo Manuel Mateos Gascueña
Bureau member of the Committee of Convention 108
Pablo Mateos Gascueña is a member of Madrid Bar of Law. He earned a degree in Spanish law at the UNED University in Madrid and a LLM in European Law at the College of Europe in Bruges. He is a member of the International Division of the Spanish Data Protection Authority.
He is also a member of the Bureau of the Council of Europe Consultative Committee of Convention 108 and a member of the Spanish Delegation at the Council of Europe Committee of Artificial Intelligence. He is also coordinator of the Compliance, e-Government and Health expert subgroup at the European Data Protection Board and represents the Spanish DPA in in the Common Authorities of Data Protection of the EU large IT systems: SIS II, VIS, EURODAC, EUROPOL and Customs Information System. He also contributes regularly to the Ibero-American Network for Data Protection.
He regularly teaches data protection seminars and postgraduate courses at Spanish public bodies and universities.
Gioia Scapucci
Executive Secretary of the Lanzarote Committee, Council of Europe
Gioia Scappucci is an administrator at the Council of Europe since July 2001. Since 2012, she works within the Children’s Rights Division as the Executive Secretary to the Lanzarote Committee, i.e. the Committee of the Parties of the Council of Europe Convention on the protection of children against sexual exploitation and sexual abuse. Previously, she worked for the Secretariats of the European Committee of Social Rights, the Steering Committee for Human Rights (CDDH) and the Advisory Committee of the Framework Convention on the protection of national minorities.
Before becoming a staff member of the Council of Europe, Gioia Scappucci worked several years as a Teaching Assistant at the College of Europe in Bruges, Belgium. Gioia Scappucci studied political sciences in Rome, La Sapienza University and European administration and policies at the College of Europe in Bruges, Belgium.
Peter Kimpian
Programme Manager, Data Protection Unit, Council of Europe
Peter is working at the Data Protection Unit of the Council of Europe and is in charge with law enforcement and national security related privacy matters, with internet governance issues and with the implementation of the Global data protection Convention 108+. Working as international privacy and data protection expert for the last 8 years Peter has been previously involved in topics like EU PNR Agreements with third states, EU PNR Directive, EU-US TFTP Agreement, EU regulation on drones and the EU-US Privacy Shield agreement. He has also been active recently in technical assistance programmes in Africa, Asia and Latin-America aiming at delivering modern and robust privacy legislation and policies for partner countries.

Gianluca Siracusano
Head of Compliance, International Testing Agency (ITA)
Gianluca Siracusano is the Head of Regulatory Compliance at the International Testing Agency (ITA) where he leads the compliance function, including overseeing the compliance of the anti-doping activities delivered by the ITA on behalf of 40+ partner International Sports Federations and Major Events Organizers with the World Anti-Doping Code and other anti-doping regulations, as well as ensuring data privacy and the responsible handling of sensitive information.
In his professional trajectory, he acquired a solid expertise in the legal, governance and integrity spheres of sport. Prior to joining the ITA since its foundation in 2018, Gianluca worked as Legal Affairs Manager at the Doping-Free Sport Unit within the Global Association of International Sports Federations (GAISF), where he led the legal and regulatory affairs of the Unit and was responsible the provision of anti-doping disciplinary services to 20+ International Sports Federations. Previously, he also worked in a leading law firm specialised in international sports law, ranging from arbitration to anti-doping proceedings and investigations.
Gianluca graduated magna cum laude in Law from Bocconi University where he focused his dissertation on anti-doping criminal legislations. He further holds a Master of Advanced Studies in Sports Administration (MAS) from the International Academy of Sport Science and Technology (AISTS) and a Master in Sports Law.
Paulina Tomczyk
Secretary General, EU Athletes
Paulina Tomczyk (born 1987 in Poland) is the General Secretary of EU Athletes, the European federation of player unions and athlete associations. Working in the organization since 2015, she is responsible for coordinating the common policy of 32 member organizations and representing their voice at the European and international level. She has also been working on the management of European-wide collaborative projects, focusing on topics such as athlete rights, integrity, gender equality, good governance and dual careers of athletes.
Paulina is also an Executive Committee Member of World Players Association since 2018.
Paulina holds Master’s Degrees from Law (University of Gdansk, Poland), International Public Law (Université Jean Moulin Lyon 3, France) and European Studies (Aix-Marseille Université, France). In addition to her mother tongue, she speaks English, French and Spanish.
A former high-level athlete, she has a black belt (1st DAN) in judo and had been a member of Polish national team.
Christian Flueckiger
Data Protection Commissioner, Canton Jura-Neuchâtel, Switzerland
Christian Flueckiger, Doctor of law and lawyer, holds a diploma in economic, political and social science (1995), a law degree (1998) and a doctorate (cum laude, 2008) from the University of Neuchâtel and was admitted to the bar in Neuchâtel in 2002.
He has been Data Protection and Transparency Commissioner of the cantons of Jura and Neuchâtel since 2013; a lecturer in the courses by Prof. Antonio Rigozzi, University of Neuchâtel, on doping law and the personal status of athletes since 2007; Vice-Chair of the Co-ordination Group of Swiss Data Protection Authorities since 2011; a member of the committee of the Swiss Association of Cantonal and Municipal Data Protection Authorities (PRIVATIM) since 2014; a member of the Data Protection Working Group of the Schengen/Dublin Intercantonal Support Organisation of the Conference of Cantons since 2015; a trainer for the Avenir Formation further training institution since 2015; a member of the board and the board audit committee (CAUCA) of Raiffeisen Neuchâtel et Vallées since 2019; and a member of the Ethics and Security Committee of the CARA association (electronic patient files) since 2020.
Stefan Brink
Executive Director, Wida Digital
Stefan Brink, born in 1966, studied law in Mainz, Heidelberg, Dijon and Paris.
After receiving his doctorate under Prof. Dr. Hans Herbert von Arnim (DUV Speyer), he worked for the Scientific Service of the Rhineland-Palatinate State Parliament, then as a judge at the Koblenz Administrative Court and as a research assistant at the Federal Constitutional Court (1st Senate, Prof. Dr. Reinhard Gaier).
From 2008 to 2016, he was Head of Private Data Protection at the State Commissioner for Data Protection of Rhineland-Palatinate, and since 2012 has also been Deputy State Commissioner for Freedom of Information of Rhineland-Palatinate; from January 2017 to December 2022, Dr. Stefan Brink was State Commissioner for Data Protection and Freedom of Information in Baden-Württemberg.
Since January 2023, Dr. Stefan Brink has headed the independent institute wida in Berlin (scientific institute for the digitalization of the world of work), which accompanies the digital transformation with a view to our civil rights and promotes digital projects.
Amanda Edmunds
Privacy Commission, Canada
Since 2019, Amanda Edmunds has headed the Office of the Privacy Commissioner of Canada's (OPCC) Privacy Act Compliance Directorate, responsible for investigating the compliance of federal government institutions with the Privacy Act. This includes investigations into a wide range of privacy practices, including the OPCC's investigation into the national police force's use of Clearview AI facial recognition technology and investigations of government use of personal information in response to the COVID-19 pandemic.
Previously, since 2012, Amanda Edmunds has worked at the OPCC as a complaint intake, early resolution and data breach investigation manager, enforcing Canada's federal privacy law for private sector organizations including the World Anti-Doping Agency. Her experience includes leading several complex international data breach investigations, including the AshelyMadison.com data breach in 2015 for which the OPC received two Global Privacy Assembly awards.
Prior to joining the OPCC, Amanda Edmunds worked in the field of international development and multiculturalism within the Canadian federal government. She holds a BA in Economics and International Relations from the University of British Columbia.
Amandine Carton
Vice-Chair of the Council of Europe Ad Hoc European Committee for the World Anti-Doping Agency (CAHAMA)
As a lawyer in the French Ministry for Sport and the Olympic and Paralympic Games, I am responsible for the integrity of sports competitions. In particular, I deal with issues relating to the fight against doping, the manipulation of competitions and corruption and breaches of integrity, and am also ethics officer of the sports directorate. I represent France and the ministry at the Council of Europe on the monitoring committees of the Anti-Doping Convention and the Convention on the Manipulation of Sports Competitions and other ad hoc committees or committees of experts involved in combating doping and the manipulation of competitions (member of the Ad Hoc Committee for the World Anti-Doping Agency (CAHAMA) and of the Copenhagen Group). I was recently elected Vice-Chair of the CAHAMA and am also a member of the team of Roxana Maracineanu, former French Minister for Sport, who represents European public authorities on the Executive Committee of the World Anti-Doping Agency.
After graduating in criminal law, I began my career as a lawyer in the French anti-doping agency with responsibility for disciplinary proceedings.
PANEL 4: FACIAL RECOGNITION AND CROWD CONTROL

Leda Bargiotti
Legal Officer, European Data Protection Supervisor (EDPS)
Leda Bargiotti is a Legal Officer at the EDPS. She has worked on data protection for more than ten years for a variety of organisations, both in the public and private sector. Her field of expertise is in issues related to data protection in the area of justice and home affairs, currently focusing on the processing of personal data in the context of the EU large-scale information systems and, more generally, the protection of personal data in the digital world.
Ben Hayes
Strategy Director, AWO
Ben Hayes is an international data protection law and policy expert specialised in the protection of sensitive data and vulnerable data subjects, new technologies, challenging processing environments and applied ethics. He runs AWO Agency’s data protection compliance team, whose clients include international organisations, public bodies, I/NGOs, universities commercial clients and start- ups. He previously worked as a Legal Advisor to the International Committee of the Red Cross, developing data protection frameworks for complex innovation projects, including the ICRC’s Biometrics Policy. Ben also worked for the UN Refugee Agency, where he drafted the organisation’s Operational Guidelines on Data Protection. He has advised numerous UN and EU bodies and agencies and wrote the Ethics and Data Protection Guidance for the EU’s flagship “Horizon” research programmes. Ben received a PhD from the University of Ulster in 2008 for a thesis on EU law, international security and human rights.
Félicien Vallet
Deputy Head of the Department of technological expertise, French National Commission on Informatics and Liberty (CNIL)
Félicien Vallet is Head of AI department at the Commission Nationale de l'Informatique et des Libertés (CNIL), the French data protection authority. His role is to coordinate the actions related to Artificial Intelligence within the institution. Félicien Vallet is also a regular contributor to the LINC, CNIL's Digital Innovation Laboratory. Before joining the CNIL, he was a researcher at the French National Audiovisual Institute (INA) and was particularly interested in issues relating to automatic information extraction, multimedia content analysis and speech signal processing. He holds engineering and doctoral degrees in Computer Science from Télécom Paris (obtained in 2007 and 2011 respectively).

Catherine Pozzo di Borgo
Expert in Data Protection, Council of Europe
Vice-President of the Convention 108 Committee of the Council of Europe from 2010 to 2014, Catherine Pozzo di Borgo was also responsible for data protection issues for 15 years as deputy government commissioner at the CNIL (2002 to 2017).
An expert at the OECD and then the Council of Europe, she drafted the Convention 108 Committee’s opinion on data protection provisions at the time of the adoption of the Council of Europe Convention on the Manipulation of Sports Competitions (the Macolin Convention).

Isabelle Servoz-Gallucci
Head of the Data Protection Unit, Council of Europe
Isabelle Servoz-Gallucci took up her functions of Head of the Data Protection Unit of the Council of Europe in June 2021, and she is the Secretary of the Committee of the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (Convention 108). She is a lawyer by academic background, specialising in public international law and international relations.
After working as a researcher at the Center for Research and Studies on Strategies and Technologies-CREST, Ecole Polytechnique (1995), she joined the intergovernmental and multilateral sector and held various positions in the OSCE, the United Nations and the Council of Europe. In 2003 she joined the Council of Europe where she worked successively at the Directorate of External Relations, then at the Directorate of Political Affairs and Democracy, at the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment, and at the Office of the Directorate General of Programmes. She headed the Council of Europe Office in Pristina from 2015 to 2019 before joining the French Ministry of Europe and Foreign Affairs to serve as French Ambassador to Uzbekistan.
Sophie Kwasny
Head of the Sport Division and Executive Secretary of the Enlarged Partial Agreement on Sport (EPAS), Council of Europe
Sophie Kwasny is the Head of the Sport Division of the Council of Europe (international organisation based in France). She is responsible for the Enlarged Partial Agreement on Sport (EPAS) and for the promotion and implementation of ground-breaking legal instruments upholding the integrity and values of sport. Combating doping and the manipulation of sport competitions, and promoting an integrated safety, security and service approach at sports events are the key aims of the three Council of Europe Sport Conventions. She is a graduate of the Strasbourg Law University and has been working for the Council of Europe for 25 years on a variety of topics ranging from data protection to prisons’ reforms, or from the independence of the judiciary to nationality law. Her sole objective: Championing human rights in and through sport!
