Monitoring: Safety, Security and Service
Monitoring is an essential area of activity of the Council of Europe and the Saint-Denis Committee. Annual monitoring questionnaires, monitoring visits and evaluations of major sporting events - like the FIFA World Cups or the UEFA European Championships - are the three most relevant tools available to monitor the state of compliance, support States Parties in better implementing the Convention and adopt or refine standards.

T-S4 Monitoring Visit Reports

The first monitoring visit organised under the provisions of the Saint Denis Convention and applying the new Monitoring Guidelines took place in Germany in November 2023. A visit to Greece took place in May 2004 and a visit to Türkiye in November 2024. Visits are planned to Bulgaria in March 2025 and Hungary in autumn 2025. Other monitoring visits will follow, according to the T-S4 multiannual programme of monitoring visits (2026-2029).
