Strengthening the Safety and Service pillars of the Saint-Denis Convention (Balance S4)

The "Strengthening the Safety and Service pillars of the Saint-Denis Convention (Balance S4)" joint project aims to support Council of Europe member States in reinforcing the implementation of the safety and service pillars of the Saint-Denis Convention at national level, in order to strike the right balance with the security pillar.
It is co-funded by the European Union and the Council of Europe and implemented by the Council of Europe’s Sport Division for 21 months, from January 2024 until September 2025.

ProS4+ (Promoting and Strengthening the Council of Europe Standards on Safety, Security and Service at Football Matches and Other Sports Events)
July 2018 – March 2021
The project aims at tackling cross-border threats to the integrity of sport due to the violence and misbehaviour of individuals and groups, as well as other kinds of intolerance and discrimination. At the same time, it aims to offer tailor-made responses to the emerging challenging and current trends in the field of safety, security, and service in sport. It promotes an integrated approach to safety, security, and service and works together with public authorities and event organisers to improve their capacities. In doing this, it promotes the standards set out by the the new 2016 Council of Europe Convention on an Integrated Safety, Security and Service Approach at Football Matches and Others Sports Events (Saint-Denis Convention), and the Standing Committee Recommendation (2015)1.
The project is divided into three sub-projects:
Sub-project 1: Online questionnaire and annual/season reports to identify trends and emerging challenges at football matches and, where applicable, other sports events with regard to violence, disorder and anti-social behaviour in Europe.

ProS4+ (Promoting and Strengthening the Council of Europe Standards on Safety, Security and Service at Football Matches and Other Sports Events)

The ProS4+ project, drawing upon the analysis and experiences of its predecessor ProS4 project, aimed at offering tailor-made responses to the emerging challenges and current trends in the area of football safety, security and service and to promote an integrated approach to safety and security, underpinned by a concept of service that makes individuals and groups feel comfortable, appreciated and welcome when attending a football match or other sports event, inside or outside a sports ground.

The ProS4 project on promoting safety, security and service at sports events was designed to evaluate the current situation, to assist the development and implementation of systems and procedures aligned with European best practices and standards for spectator safety and security and is divided into five sub-projects.
