A “Memorandum of Understanding on Combatting Hate Speech”, signed last December during the National Conference “Freedom Without Hate” organized by the Ombudsperson and supported through the Horizontal Facility for the Western Balkans and Turkey programme, brought together prominent state institutions and independent agencies in the field of anti-discrimination to give life to an Alliance that will be focused on the protection and promotion of diversity and fighting hate speech in Albania. The “No Hate Alliance” and its founding institutions: People’s Advocate; the Commissioner for Protection from Discrimination; the Audio-visual Media Authority and the Albanian Media Council, will work together to promote and advocating the fight against hate speech and discrimination in Albania.

The “No Hate Alliance” constitutes a joined approach in fighting hate speech and promoting diversity in Albania and more concretely will:

• develop communication and information materials to raise awareness and promote diversity and freedom of expression such as like brochures, reports, PSA campaigns, etc. to reach their audience and the wider society;
• boost the collaboration with other strategic partner organizations and agencies who have an important role in the fight against discrimination such as the Ministry of Education Youth and Sports, Internet service providers (ISP), journalist organizations, civil society organizations, consumer protection organizations, etc.
• support partners in identifying effective mechanisms to combat hate speech based on European best practices;
• identify mechanisms for the enhancement of information sharing and staff training.

The “No Hate Alliance” will develop a joined agenda and a shared plan of action describing the main interventions to be accomplished in the upcoming three years.

The "No Hate Alliance" is supported through two actions under the Joint European Union/Council of Europe ‘’Horizontal Facility for the Western Balkans and Turkey, Phase II’’, respectively the Action on “Promotion of Diversity and Equality in Albania" and the Action on “Freedom of Expression and the Media (JUFREX)”.
