Nineteen law enforcement instructors of pre and in-service training participated in a crash course of Council of Europe standards, freedom of expression, safety and protection of journalists.
A senior Council of Europe expert introduced the participants with the related standards stemming from the European Court of Human Rights (ECtHR) caselaw, other relevant Council of Europe bodies, the domestic legal framework, and operational tools such as the Safety of Journalists Platform.
Practical insights brought in by an investigative journalist steered active discussions on the actual situation and ways to address the safety of journalists. The participants engaged in group work discussing various scenarios and anonymized actual cases of ECtHR. They appreciated the information obtained and methodology applied by the experts and emphasized the need for follow up trainings.
This activity was organised within the action on “Freedom of Expression and Freedom of the Media in Albania” which is a part of the joint European Union and the Council of Europe programme “Horizontal Facility for the Western Balkans and Turkey 2019-2022”.
