Focus Group meeting organised on the Core Competencies Framework for local administration

A Focus Group meeting on the New Core Competencies framework for local administration was organised with the support of the Council of Europe.

Under the steering of the Council of Europe experts, key representatives from the Department of Public Administration, Albanian School of Public Administration, and Human Resources Units at the local level shared their views on the final shape of the Core Competencies Framework.

The adoption of a Core Competencies Framework aims at standartising and elevating Human Resources’ practices across local government units. Through the establishment of clear and consistent benchmarks for the skills, knowledge, and behaviors required for various roles in the public administration, the framework will improve the cycle of Human Resources management, from recruitment, training and development to performance management etc.

This activity is organised in the framework of the project Supporting Public Administration Reform at Local Level in Albania, implemented by the Centre of the Expertise for Multi-Level Governance at the Congress of Local and Regional Authorities, with the financial support of the Federal Republic of Germany.
