Raising capacities of local training institutions on freedom of expression and safety of journalists

Fifteen law enforcement instructors and ten prosecutors underwent a two-day intensive training of trainers on topics of European standards on freedom of expression, hate speech, and safety and protection of journalists accompanied by case-law analysis of the European Court of Human Rights (ECtHR).

An investigative journalist and court reporter brought practical insights on journalists’ difficulties in assessing information from prosecutor’s offices and law enforcement. Furthermore, they presented the risks journalists face while reporting in Albania prompting discussions on the responsibilities of the institutions to ensure an environment of freedom of expression and the media.

Participants worked in groups to analyse and present findings from anonymized ECtHR cases. The training will be followed by in-depth further training on various topics related to the participants’ work.

This activity was organised within the action “Protecting freedom of expression and of the media in Albania” which is part of the joint European Union and the Council of Europe programme “Horizontal Facility for the Western Balkans and Türkiye”.
