The Ministry of Health and Social Protection of Albania has successfully led an initiative to integrate Roma ad Egyptian Responsive Budgeting into the Medium-Term Budgeting Guidelines (2026-2028). With the approval of the Ministry of Finance, this critical measure is now officially included under Guidelines No. 4073 28/02/2025, ensuring that budget planning processes systematically address Roma and Egyptian inclusion.
This milestone reflects Albania’s firm commitment to fostering inclusive governance and aligns with its obligations under the Poznan Declaration on Roma Integration (2019). By embedding Roma and Egyptian Responsive Budgeting in national financial planning, Albania sets a precedent for institutionalising equitable budgetary policies.
Furthermore, Roma Integration III Joint Programme of the European Union and Council of Europe, in cooperation with the Ministry of Finance and Economy, will adapt the regional guidelines on Roma Responsive Budgeting, previously developed by the Regional Cooperation Council, to the Albanian context. These guidelines will serve as a strategic tool to strengthen the capacity of finance directorates within line ministries, ensuring effective budgetary planning for Roma and Egyptian-specific programs and reinforcing accountability in public spending.
The initiative was supported by the Roma Integration III Joint Programme of the European Union and the Council of Europe, implemented by the Roma and Travellers Division of the Council of Europe.
