The project “Strengthening Elections Integrity in Albania” (SEI) is implemented by the Council of Europe Office in Tirana and funded by the Federal Republic of Germany.

What is the goal?

The project seeks to enhance elections’ integrity in Albania, by supporting further professionalisation of election administration, promoting voters’ education (including first-time voters), and improving efficiency and transparency of the Election Dispute Resolution (EDR) process.

How will the project work?

The project builds on the recommendations of the Council of Europe (including those from the Venice Commission, PACE, the Congress, and GRECO), as well as the recommendations of the OSCE/ODIHR. It also draws upon the Council of Europe’s standards, expertise, and achievements gained through electoral assistance programmes, with a view to:

  • Enhancing professionalisation of election administration through setting the institutional framework for a continuous and permanent training and education center at the CEC.
  • Strengthening civic education curricula, including young voter’s outreach programmes and their participation in elections;
  • Enhancing the CEC's institutional capacities and tools for efficient and transparent Live Monitoring of Public Activities and Election Dispute Resolution.
What do we expect to achieve?
  • Fostered professionalisation of election administration.
  • Increased interest in and participation of first-time voters in electoral process and elections.
  • Strengthened transparency and effectiveness of the Election Dispute Resolution (EDR) process and improved oversight of the public activities by state bodies.
Timeline and budget:

The project will run from 1 October 2024 to 30 September 2026.

The total budget of the project is: €500,000.
