Who are the countries invited to accede to the Santiago de Compostela Convention?
Following Article 28, the Convention shall be open for signature by:
- the member States of the Council of Europe
- the European Union
- non-member States which enjoy observer status with the Council of Europe
- any State in the world upon invitation by the Committee of Ministers of the Council of Europe
