 Who are the countries invited to accede to the Santiago de Compostela Convention?

Following Article 28, the Convention shall be open for signature by: 

  1. the member States of the Council of Europe
  2. the European Union
  3. non-member States which enjoy observer status with the Council of Europe
  4. any State in the world upon invitation by the Committee of Ministers of the Council of Europe
