The Administrative Tribunal fourth session of 2023 was held from 6 to 8 November 2023.

During this session, the Tribunal held two public hearings on 6 November 2023, in cases No. 737/2023 – G.T. v. Secretary-General and No. 738/2023 – C.A. v. Secretary-General, followed by first deliberations. 

The Tribunal also considered two cases in final deliberation and adopted the following judgments:

• Appeal No. 730/2022 – Olivia CONRAD (III) v. Secretary-General
• Appeal No. 736/2023 – A.A. v. Secretary-General

The judgments were published on the Tribunal’s website. Electronically signed copies were sent to the parties.

In the context of this session, on 7 November 2023, the Tribunal held its first "stakeholders' meeting" with representatives of the Administration, the legal services of the Council of Europe and the Council of Europe Development Bank, the Staff Committee and the various trade unions, as well as several lawyers who frequently appear before the Tribunal. The Data Protection Commissioners of the Council of Europe and the Council of Europe Development Bank, Jean-Philippe Walter and Billy Hawkes, and the Mediator, Martine van der Wielen, also attended the meeting. 

The meeting was chaired by the Chair of the Tribunal, Nina Vajić, in the presence of the Vice-Chair, András Baka, and Judges Lenia Samuel and Thomas Laker.

Participants had the opportunity to comment on a number of issues related to both the consequences of the administrative reform on staff disputes and the procedure for handling cases before the Tribunal.
