Combating hate speech in Armenia by empowering educational institutions

The Human Rights Defender of the Republic of Armenia launched an important initiative to combat hate speech in educational institutions. An expected series of actions will empower educators and students with necessary tools and knowledge to stand against hate speech.

This comes as consequence of an alarming global rise in hate speech incidents and their negative impact, targeting and affecting all, especially minority and vulnerable groups. Educational institutions are crucial in combating hate speech. By integrating lessons on respectful dialogue, diversity, and critical thinking into the learning process, they can create inclusive environments where young minds develop tolerance and empathy. This fosters a culture of non-discrimination that students carry beyond the classroom.

Zhanna Andreasyan, the Minister of Education, Science, Culture, and Sports of the Republic of Armenia, attended the event, highlighting the critical need to foster a tolerant atmosphere for all students.

Anahit Manasyan, the Human Rights Defender of Armenia reiterated that tackling hate speech in schools and universities is crucial for building a more inclusive future.

This collaborative event underscores the pivotal role universities play in promoting an environment of equality and respect.

Future activities aiming to raise awareness and combat dangerous phenomenon of hatred, ensuring sustainable progress in creating a respectful and inclusive educational environment will include workshops, round-table discussions, and ongoing support from the Council of Europe to educational institutions in Armenia.

This event was initiated by the Human Rights Defender of Armenia and  supported by the European Union and Council of Europe joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the project “Promoting equality and non-discrimination in Armenia”.

About the Partnership for Good Governance

The European Union and the Council of Europe are working together with Eastern Partnership countries* to promote stronger governance, rule of law and to improve the lives of citizens.

In 2014, they launched a common initiative, the Partnership for Good Governance programme for the Eastern Partnership countries. The programme provides support in the implementation of the countries’ domestic reforms to strengthen justicecounter economic crimepromote equality and non-discriminationadvance women’s access to justice and combat violence against women in line with European standards.

The Partnership for Good Governance was designed in close consultation with the European Union and the national stakeholders, in line with the Council of Europe’s country-specific Action Plans and the European Union's priorities for the Eastern Partnership region. The current phase of the programme, running from 2023 to 2027, builds upon the results and progress achieved under the previous phases: 2015-2018 and 2019-2022.

Progress in the implementation of the EU accession priorities is in focus for Georgia, the Republic of Moldova and Ukraine. The Partnership for Good Governance programme will continue supporting Armenia and Azerbaijan. Co-operation with Belarusian democratic forces and civil society may be organised as appropriate.

While the Partnership for Good Governance does not include activities with the participation of the Belarusian authorities, in line with the EU policy of non-engagement with Belarusian public bodies and state-owned enterprises enshrined in the EU Council Conclusions of October 2020, activities may be organised with the representatives of Belarusian civil society and democratic actors as appropriate, in line with the European Council Conclusions of February 2022 and the Decision of the Council of Europe Ministers’ Deputies of March 2022.
