Training of trainers on whistleblower’s protection in Armenia supported by the Council of Europe

Whistleblowing protection and awareness-raising on whistleblowing mechanisms are essential in fostering a culture of transparency and accountability within both the public and private sectors. Effective protection mechanisms ensure that individuals who expose wrongdoing are safeguarded against retaliation, encouraging more people to report unethical or illegal activities without fear. Awareness-raising initiatives educate potential whistleblowers and the general public regarding the importance of reporting misconduct. Such efforts promote integrity within institutions, strengthen public trust in governance, and uphold the rule of law.

To foster a culture of transparency and accountability and provide continuous support to the protection of whistleblowing in Armenia, the Council of Europe, in cooperation with the Ministry of Justice of Armenia, provided a tailor-made a Training of Trainers (ToT) Programme to a group of selected national trainers, representatives of non-governmental organizations (CSOs/NGOs) in Armenia. The event focused on enhancing their capacity to develop and conduct future awareness-raising events in the field of whistleblowing protection. It was successful in facilitating comprehensive discussions among participants on the current whistleblower protection system in Armenia, exploring international best practices, and devising strategies to foster a culture that encourages whistleblowing.

Additional focus was made on deepening the understanding of CSOs/NGOs regarding Armenia's existing whistleblower protection system, exploring international recommendations on whistleblower protection (EU and Council of Europe requirements and legal instruments). The ToT also provided the possibility to advance the implementation of adult-learning tools and methodologies in upcoming awareness-raising activities on whistleblower protection and accountability to be provided by the national group of trainers.

This event is part of the European Union and the Council of Europe joint programme “Partnership for Good Governance”, co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, in the framework of the Project on “Enhancing national capacities for effective prevention and fight against economic crime in Armenia”.

About the Partnership for Good Governance

The European Union and the Council of Europe are working together with Eastern Partnership countries* to promote stronger governance, rule of law and to improve the lives of citizens.

In 2014, they launched a common initiative, the Partnership for Good Governance programme for the Eastern Partnership countries. The programme provides support in the implementation of the countries’ domestic reforms to strengthen justicecounter economic crimepromote equality and non-discriminationadvance women’s access to justice and combat violence against women in line with European standards.

The Partnership for Good Governance was designed in close consultation with the European Union and the national stakeholders, in line with the Council of Europe’s country-specific Action Plans and the European Union's priorities for the Eastern Partnership region. The current phase of the programme, running from 2023 to 2027, builds upon the results and progress achieved under the previous phases: 2015-2018 and 2019-2022.

Progress in the implementation of the EU accession priorities is in focus for Georgia, the Republic of Moldova and Ukraine. The Partnership for Good Governance programme will continue supporting Armenia and Azerbaijan. Co-operation with Belarusian democratic forces and civil society may be organised as appropriate.

While the Partnership for Good Governance does not include activities with the participation of the Belarusian authorities, in line with the EU policy of non-engagement with Belarusian public bodies and state-owned enterprises enshrined in the EU Council Conclusions of October 2020, activities may be organised with the representatives of Belarusian civil society and democratic actors as appropriate, in line with the European Council Conclusions of February 2022 and the Decision of the Council of Europe Ministers’ Deputies of March 2022.
