Recording cases of ill-treatment

Between October and December 2024, the Council of Europe conducted specialised training sessions in Armenia, focusing on safeguarding the human rights of persons deprived of liberty and preventing ill-treatment in police detention facilities. Over 90 representatives from the Ministry of Internal Affairs, police forces, and ambulance services participated, demonstrating a unified commitment to this crucial issue. The sessions covered international standards for documenting ill-treatment, such as the Istanbul Protocol, and provided practical skills in identifying physical evidence of mistreatment. The sessions were conducted as part of the project Strengthening the protection of the rights of persons in detention

Documenting alleged ill-treatment cases in police detention facilities is a critical component of safeguarding human rights and upholding the rule of law. On 5 June 2024, a workshop focused on documenting alleged ill-treatment cases in police detention facilities brough together key representatives from various government bodies, including the Ministry of Internal Affairs, Ministry of Health, Ministry of Justice, the Prosecutor General’s Office, the Investigation Committee, and the Human Rights Defender’s Office, as well as relevant NGOs. The workshop aimed to align Armenia's practices with international standards, ensuring that every sign of alleged ill-treatment is carefully recorded and investigated. In this way, robust documentation practices contribute to the broader goal of fostering accountability, justice, and the protection of fundamental rights. The workshop was conducted as part of the project Strengthening the protection of the rights of persons in detention
