At its Summer Session, the Parliamentary Assembly adopted a resolution on strengthening a youth perspective in the work of the Parliamentary Assembly.

Marharyta Vorykhava, Vice-chair of the Advisory Council on Youth, addressed the Assembly during the debate, stating ”we need more representation in decision-making places. Including us in policy development, debates, and general decision-making mechanisms ensures that the needs and aspirations of all citizens are better met.

The resolution calls for the implementation of an array of measures to follow up the commitment taken by the Heads of State and Government of the Council of Europe during their 4th Summit in Reykjavik to include a youth perspective in Council of Europe intergovernmental and other deliberations. These measures include regularly occurring debates on youth policies with the direct participation of youth representatives; appointing Youth Rapporteurs in each of the Assembly’s committees; and enhancing the visibility and presence of young parliamentarians.

”Our involvement guarantees that decisions are made with a long-term vision that benefits future generations. By embracing the contributions of young people, we can build a more inclusive, dynamic, and revitalised democracy capable of withstanding today’s threats”, said Marharyta Vorykhava.

A reference framework for the integration of a youth perspective into the Council of Europe’s work will be presented to the 10th Conference of Ministers responsible for Youth, to be held in September 2025, as one of the priorities of the Presidency of Malta of the Committee of Ministers
