This review, prepared by Jeremy McBride on behalf of the Expert Council of the Conference of INGOs of the Council of Europe, deals with a wide range of issues relating to standards, the work of various mechanisms and case law related to NGOs. The review explains different decisions and opinions issued by the European Court of Human Rights and by several other Council of Europe organs (Committee of Ministers, Parliamentary Assembly, Venice Commission, Commissioner for Human Rights) as well as other institutions (OSCE, Financial Action Task Force, UN Human Rights Council, Human Rights Committee, UN Special Rapporteurs, for example). The chapter on standards covers the following issues: internet freedom, participation, preserving and protecting civil society space, hate speech, human rights defenders and terrorism. The document also covers the various mechanisms for the implementation of human rights commitments that have addressed issues relating to the exercise of the right to freedom of association, providing examples of issues related to the situation of NGOs in particular countries that have been addressed. The last part of the review describes the case law of the European Court of Human Rights on freedom of expression.
