Partial Agreement work programme 2024

Co-operation with the Partial Agreement on Youth Mobility through the Youth Card of the Council of Europe is one of the core priorities of the European Youth Card Association.

The 2024 work programme strives to answer the policy priorities of the Council of Europe in the youth field, to align with the needs of the European Youth Sector and explore the potential of the European Youth Card as an enhancer for youth mobility and active participation.

Through the partnership with the Council of Europe and the Partial Agreement on Youth Mobility, EYCA aspires to place the European Youth Card at the forefront of youth policies. Using the EYC outreach, facilities, connections with different actors in young people’s lives and the knowledge gathered from being a youth-oriented product, EYCA aims to connect with Partial Agreement signatory states and support their efforts of effective youth policies implementation.

The Partial Agreement programme in 2024 is planning to hold three international seminars:

  • Youth ecosystems essentials: the role of the European Youth Card in advancing ecosystems for youth empowerment, to create synergies between public sector, youth card organisations, NGOs, young people and companies to youth ecosystems: spaces, services, programmes
  • Access of Rural Youth to culture: European Youth Card’s role in promoting Cultural Routes, the European Youth Card as a tool for connecting young people, in particular those from rural areas, with the cultural offers of the Council of Europe member States
  • Urban youth participation through the European Youth Card, to promote the European Youth Card as a tool for policy development and implementation, at local, national and European levels, especially towards Government representatives
