In 1998, the Council of Europe and the European Commission decided to take common action in the field of youth by initiating a partnership between the two institutions. In 2003, additional agreements were signed including the one on "Euro-Mediterranean youth co-operation”. The EYCB played a vital role in the programme implementation of the Euro-Mediterranean Youth Work partnership, with such outstanding activities as the series of Training Active Trainers in Euro-Mediterranean youth work and the Euro-Mediterranean Training Courses on Human Rights Education.
