3. Les procédures de PMA sont-elles prises en charge par le système de sécurité sociale ? Oui. Les services publics de santé incluent les procédures de PMA. Conformément à la loi sur l’assurance santé (sairausvakuutuslaki ; 1224/2004), l’assurance santé prend en charge le coût des soins médicaux nécessaires lorsque l’infertilité est due à une pathologie. L’infertilité est également assimilée à une pathologie lorsque la grossesse ne débute pas dans un délai d’un an au sein d’une relation permanente. La prise en charge concerne également les hommes.
4. Cette prise en charge est-elle soumise à des critères particuliers (par exemple, infertilité, limite d’âge) ? Oui. Conformément aux recommandations de pratique du Comité consultatif socio-médical de l’institution d’assurance maladie de Finlande, les procédures de PMA sont accessibles aux femmes jusqu’à 40 ans dans le système public de santé. Les femmes de plus de 40 ans sont également traitées si le pronostic est bon. Les frais sont remboursés par le régime d’assurance maladie jusqu’à l’âge de 43 ans. Pour les femmes plus âgées, la couverture d’assurance maladie est examinée au cas par cas compte tenu des données médicales de la patiente en question.
5. Le nombre de procédures de PMA prises en charge est-il limité (par exemple, uniquement trois tentatives de FIV) ?
La prise en charge des frais n’est pas limitée dans la loi. Le nombre de procédures de PMA est toutefois limité à trois dans la pratique de l’institution d’assurance sociale de Finlande, car selon les statistiques, les chances de réussite diminuent au-delà.
L’infertilité découlant d’une diminution du nombre de gamètes liée à l’âge n’est pas considérée comme une pathologie et ne bénéficie donc pas d’une prise en charge par l’assurance maladie dans le cadre des soins médicaux indispensables. Les procédures de PMA après stérilisation ne sont généralement pas couvertes. Les coûts éventuels supportés par un donneur ne sont pas pris en charge car ils ne sont pas liés au traitement de la pathologie du donneur.
Pour les demandeurs de plus de 43 ans, la prise en charge des procédures de PMA fait l’objet d’une décision au cas par cas. Une demande de remboursement des frais encourus pour les médicaments et la procédure elle-même doit être adressée à l’institution d’assurance sociale de Finlande. Elle doit être accompagnée d’une certificat médical établi par le médecin qui met en œuvre le traitement.
