In the framework of the Council of Europe Programme “Building a Europe for and with Children”, operating since 2006, the fourth Strategy for the rights of the Child (2022-2027), was designed to enhance the protection and promotion of the rights of the child across Europe. The subsequent multiannual Strategies, including the current one, have supported member states to that end through standard setting, monitoring, compliance and effective implementation through cooperation projects.

The Strategy for the rights of the Child (2022-2027) seeks to encompass civil, political, economic, social, and cultural rights for all children as well as embracing the goals and priorities of the Council of Europe and its member states on making these rights a reality for children.

Since the Strategy provides for a mid-term evaluation to be undertaken during the year 2025, a mid-term Review Conference is being organised in the framework of the Luxembourgish Presidency to the Committee of Ministers of the Council of Europe on 3-4 April 2025, back-to-back with the 11th  meeting of the Steering Committee for the Rights of the Child (CDENF) in Strasbourg.

It will serve as a platform to reflect on the progress made under the Strategy, identify remaining challenges and new trends, and provide a renewed impetus for action to uphold and advance children’s rights.

The event will feature six interactive workshops, articulating with the six objectives of the Strategy for protecting and promoting the rights of the child:

  • Freedom from violence for all children
  • Equal opportunities and social inclusion for all children
  • Access to and safe use of technologies for all children
  • Child-friendly justice for all children
  • Giving a voice to every child
  • Children’s rights in crisis and emergency situations.

These workshops will take the form of stimulating and open discussions among stakeholders from across Europe. National representatives, international partners, NGOs, experts and academics, as well as children and young people will have the opportunity to devise and potentially initiate new standards, contribute to ongoing initiatives, and explore innovative approaches to protecting the rights of children in the 21st century. 

Participants will choose between two simultaneous activities throughout the two days so that sufficient time is allocated to each topic and that every participant can get the most out of the exchanges.
