Marta Santos Pais is an international human rights lawyer from Portugal.

She chaired the Council of Europe Editorial Group on Policy Guidelines for National Integrated Strategies for the Protection of Children against Violence, was Vice-Chair of the Multi-disciplinary Committee on Childhood Policies and member of the Steering Committee on Human Rights and Committee on the Rights of the Child. Through her participation in the Council’s work on legal cooperation, human rights, sustainable development and child protection she contributed to standard-setting initiatives, including the Additional Protocol 6 to the European Convention on Human Rights on the Abolition of the Death Penalty, the Policy Guidelines on National Integrated Strategies for the Protection of Children from Violence, the Guidelines on Child-Friendly Justice, the Convention on the Protection of Children against Sexual Exploitation and Abuse and the Council of Europe Strategies on the Rights of the Child. She authored various articles, including international law and children’s rights, Tackling violence in schools, and Council of Europe Actions to promote children’s rights to protection from all forms of violence.


The project “75 women in 75 years of Council of Europe history” is organised by the Delegation of the European Union to the Council of Europe with the Council of Europe and the Permanent Representations of the Kingdom of the Netherlands and the United Kingdom.
