Maud de Boer-Buquicchio
Netherlands

In her work as Deputy Secretary General of the Council of Europe, Maud de Boer-Buquicchio always kept the rights of victims at the centre. With this approach, and her persistence and commitment, she contributed to the creation of several landmark Council of Europe conventions. For example, the Convention on Action against Trafficking in Human Beings. Due to her dedication, the prevention of violence against women made it into the final text of this summit.

This was only the beginning, as De Boer-Buquicchio’s determination and support contributed to the success of the Istanbul Convention, the Convention on preventing and combating violence against women and domestic violence. De Boer-Buquicchio’s dedication to the vulnerable also shines through in her efforts to protect the rights of children. This led to the creation of the programme ‘Building a Europe for and with Children’, which pushed children’s right to the forefront, and the eventual establishment of the Lanzarote Convention, the Convention on the Protection of Children against Sexual Exploitation and Sexual Abuse.

Maud de Boer-Buquicchio’s contribution to the Council of Europe is clear from the determination and passion she has shown for protecting the human rights of vulnerable groups, and her dedication to the creation of several landmark Council of Europe conventions that set new standards for the Council of Europe and worldwide. In her subsequent and current responsibilities in these areas, she continues to advocate for the Council of Europe standards globally.
