Ms Gisca dedicated her career to preventing and fighting money laundering and terrorist financing. She actively participated in the committee responsible for negotiating and drafting the Convention on Laundering, Search, Seizure, and Confiscation of the Proceeds from Crime and Financing of Terrorism (CETS 198). Her efforts facilitated the Republic of Moldova's signing of the Convention in 2005, and ratifying it in 2009, making it one of the earliest adopters among the Council of Europe countries. 

In 2023, she was elected as the President of the Conference of the Parties to CETS 198 (COP CETS 198), having previously served as its Vice President since 2021. Her involvement within the COP CETS bureau dates back to 2019, when she assumed the role of a Bureau Member. Representing the Republic of Moldova at the COP CETS 198 since 2009, she has consistently shown a strong dedication to the COP members and its mission. During her tenure with the Bureau, she served as a rapporteur and assessor in the horizontal assessment of member states. Moreover, she had the honour of representing the COP in significant forums. 

Through her engagement, she contributed to fostering collaboration and synergies among the Council of Europe's monitoring bodies and international organizations. She made an important contribution to the activity of the Moneyval Committee, by being involved in the latest three rounds of Mutual Evaluation Reports of the Republic of Moldova and serving as a rapporteur in the Mutual Evaluation Report of Moneyval member country.
