During this meeting, the CPT adopted the reports on its periodic visits to Poland (March/April 2022), Latvia (May 2022) and Netherlands (May 2022), as well as on its ad hoc visit to Montenegro (June 2022). These reports will be sent in due course to the respective Governments.[1]
The CPT also heard oral reports on recent visits carried out in September 2022, and prepared future ad hoc visits and high-level talks. Other issues were examined, including the Government responses to previous visit reports.
Two exchanges of views were held during the plenary meeting with:
- Jens Modvig (Dignity, Denmark – Former Chair of the UN Committee against Torture) on the Revised Istanbul Protocol: Manual on the Effective Investigation and Documentation of Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (2022 edition)
- Tim Opgenhaffen (University of Leuven, Belgium) on the issue of restrictions of freedom of movement in residential care institutions.
