The main partners and beneficiaries of the Project are the Parliament of Ukraine, Office of the Ukrainian Parliament Commissioner for Human Rights, Ministry of Interior of Ukraine, National Police of Ukraine, State Bureau of Investigation, Ministry of Health of Ukraine, National School of Judges of Ukraine, National Academy of Prosecutors of Ukraine and Ukrainian Bar Association.

Project objective is to support the alignment of Human Rights policies and practices by ensuring the compliance of the legislative and regulatory framework with the European standards and capacity-building for legal professionals and National Human Rights Institutions in Ukraine.

The Project will focus on three main pillars:

  • Support to the law-enforcement reform, namely establishment of the State Bureau of Investigation (SBI) through provision of sufficient legal and technical expertise to adhere the operational work of the institution to the European Human Rights standards as well as to strengthen and implement tools for prevention and effective investigation of ill-treatment cases
  • Strengthening Ombudsperson’s Office operational capacities through provision of expert support in further development of the National Preventive Mechanism and data protection advocacy
  • Implementation of the European Convention on Human Rights through capacity building and awareness raising activities on ECHR and case law of the European Court of Human Rights for different groups of legal professionals with extensive use of tools and materials of the European Programme for Human Rights Education for Legal Professionals – the HELP Programme.
