Projets de coopération
Le Conseil de l'Europe fournit un soutien sur mesure aux pays, visant à renforcer la mise en œuvre de la Convention sur la lutte contre la traite des êtres humains, sur la base des recommandations spécifiques à chaque pays du Groupe d'experts sur la lutte contre la traite des êtres humains (GRETA).
Une gamme d'activités est menée avec le soutien d'experts nationaux et internationaux.

Séminaires multi-disciplinaires
Les projets de coopération combinent soutien juridique et politique, renforcement des capacités, sensibilisation et recherche. Les projets cherchent à établir des partenariats multisectoriels et des groupes de travail interdisciplinaires pour assurer le dialogue entre les différentes institutions.
- La Division anti-traite du Conseil de l'Europe gère les projets, en collaboration avec le personnel des bureaux locaux concernés du Conseil de l'Europe.
- Le soutien est principalement fourni par le biais des programmes de coopération régionale conjoints de l'UE et du Conseil de l'Europe (Facilité horizontale pour les Balkans occidentaux et la Turquie, programme Sud) et de ressources extrabudgétaires.
- Agents chargés de l'application des lois, procureurs, juges, avocats ;
- Inspecteurs du travail ;
- Professionnels de la protection de l’enfance, de l’éducation et de la santé ;
- Autorités chargées des frontières, des migrations et de l'asile ;
- Organisations de la société civile ;
- Le secteur privé, y compris les médias.
Bosnie-Herzegovine
2025 | Renforcer l'accès à la justice et à des voies de recours efficaces pour les victimes de la traite des êtres humains en Bosnie-et-Herzégovine
L'objectif du projet est de renforcer les mécanismes et les capacités nationales afin de faciliter et d'améliorer l'accès à la justice et à des recours efficaces pour les victimes de la traite des êtres humains en Bosnie-Herzégovine. Pour ce faire, l'accent sera mis sur l'amélioration des connaissances et des capacités des institutions publiques concernées, des acteurs de la justice pénale, des professionnels du droit et des organisations de la société civile.

2025 | Strengthening access to justice and effective remedies for victims of trafficking in Bosnia and Herzegovina
The aim of the project is to strengthen domestic mechanisms and capacities to facilitate and improve access to justice and effective remedies for the victims of trafficking in human beings in Bosnia and Herzegovina. To that aim, the key focus will be to enhance the knowledge and capacities of relevant public institutions, criminal justice actors, legal professionals, and civil society organisations.
Malta
2022-2025 - Soutenir Malte dans la conception et la mise en œuvre d’une nouvelle stratégie de lutte contre la traite
Le projet vise à contribuer à la réforme politique en cours pour lutter contre la traite des êtres humains à Malte. Cette réforme nécessite une attention et une expertise particulières en raison de la nature complexe et évolutive de la traite des êtres humains. Le Conseil de l'Europe apporte son soutien technique aux autorités maltaises pour concevoir et mettre en œuvre une nouvelle stratégie et un nouveau plan d'action contre la traite conformément aux normes internationales dans ce domaine, en particulier la Convention du Conseil de l'Europe sur la lutte contre la traite des êtres humains.

2023-2026 | Renforcer la lutte contre la traite en Macédoine du Nord
L'action « Renforcer la lutte contre la traite en Macédoine du Nord » est mise en œuvre dans le cadre du programme conjoint de l'Union européenne et du Conseil de l'Europe « Facilité horizontale pour les Balkans occidentaux et la Turquie » qui s'étend de janvier 2023 à décembre 2026.

L'action « Renforcer l'action anti-traite en Serbie » vise à renforcer la prévention de la traite des êtres humains, l'identification et la protection des victimes de la traite, la poursuite et la condamnation des trafiquants, ainsi que l'accès aux recours pour les victimes de la traite. Il est mis en œuvre dans le cadre du programme conjoint de l'Union européenne et du Conseil de l'Europe « Facilité horizontale pour les Balkans occidentaux et la Turquie », qui s'étend de 2023 à 2026.

Kosovo*
2022-2023 | Enhancing anti-trafficking actions in Kosovo*
The aim of the project "Enhancing anti-trafficking actions in Kosovo*" was to support the local institutions in strengthening anti-trafficking actions and following up on the conclusions and recommendations of the second report of the Council of Europe Group of Experts on Action against Trafficking in Human Beings (GRETA) on the compliance of Kosovo* with the standards of the Convention on Action against Trafficking in Human Beings.

La Convention anti-traite du Conseil de l'Europe est le premier instrument juridique international à adopter une approche fondée sur les droits de l'homme dans la lutte contre la traite des êtres humains.
Une valeur ajoutée importante de la Convention anti-traite du Conseil de l'Europe réside dans le mécanisme de suivi mis en place pour superviser sa mise en œuvre par les États Parties.
