The complaint was submitted by the NGO Udruga Animalia in 2011 denouncing a possible breach of the Bern Convention with regards to the presumed unsustainable management of the Brown bear population (Ursus arctos), which would, according to the complainant, put at risk the conservation of the species in the country.
