European Metropolitan Areas: an overview for Ukraine

Despite the constant pressure of fending off the aggression of the Russian Federation, the Ukrainian authorities preparing for the future and planning further reforms in the area of multi-level governance.

For example, the legislative framework for functioning of metropolitan areas is currently being discussed by the main stakeholders. Development of metropolitan areas in Ukraine is stipulated by the State Regional Development Strategy 2021-2027 as one of priorities for regional policy, considering their role as hubs of economic growth and recovery.

The Council of Europe’s Centre of Expertise for Good Governance (CEGG) is a long-standing partner and advisor to the Ukrainian authorities; it is helping to develop practical recommendations on how to enhance inter-municipal co-operation and to design strategic vision, including also the elaboration of the Lviv Agglomeration Development Strategy until 2027.

The overview of “Governance of European metropolitan areas”, prepared by the CEGG in cooperation with the World Association of Major Metropolises “Metropolis” takes stock of the experiences from 13 metropolitan areas – Amsterdam, Barcelona, Brno, Górnośląsko-Zagłębiowska Metropolia (Katowice), Helsinki-Uusimaa, Krakow, Lisbon, Paris, Riga, Rotterdam Den Haag, Stuttgart, Tirana and Turin. Although it is not intended to provide direct policy recommendations, this document will serve the Ukrainian decision-makers in determining models and approaches to introduction of the metropolitan governance into the national legislation. It describes the diversity of ways the metropolitan phenomena can be managed.
