La présidence croate du Comité des Ministres du Conseil de l'Europe (18 mai - 21 novembre 2018) a fait de la décentralisation l'une de ses principales priorités.
Dans ce contexte, et en coopération avec le Centre d'expertise pour la réforme de l’administration locale, le gouvernement croate a organisé une conférence pour discuter et promouvoir les cadres juridiques, les outils de renforcement des capacités et la collecte d’exemples en matière de coopération transfrontalière en Europe.
La ville de Dubrovnik, qui est elle-même une municipalité frontalière, a accueilli cette conférence le 25 mai 2018.
