How can we strengthen the institutional leadership and capacity to implement the 12 Principles of Good Democratic Governance at local level?
The Centre of Expertise for Good Governance of the Council of Europe is dedicated to support the transfer of knowledge and competencies to local leaders across all its Member States, through various tools and methodologies.
The first session of training of trainers (ToT) on the Leadership Academy Programme (LAP) was organised in Serbia on 28 – 29 September 2021, within the Joint European Union - Council of Europe Programme “Human Resources Management in Local Self-Government – Phase 2”, implemented by the Centre of Expertise.
The purpose of the ToT was to increase the knowledge and skills related to leadership and Good Democratic Governance of trainers in Serbia, in view of the forthcoming trainings of elected local authorities.
The training was attended by 22 participants and was held online, whereas the second session is expected to be organised by the end of October in Belgrade.
Through the support of the Programme, the first module of the Leadership Academy Programme on Good Local Governance was integrated into the National Management Training Programme adopted by the Serbian Government in 2021.
The Programme “Human Resource Management in Local Self-Government – Phase 2” is jointly funded by the European Union and the Council of Europe and implemented by the Centre of Expertise for Good Governance in cooperation with the Ministry of Public Administration and Local Self-Government and the Standing Conference of Towns and Municipalities.
